Explanatory document for the Trade and Economic Co-operation Agreement between CARICOM and Cuba
CARICOM, CUBA, TRADE AGREEMENT, TRINIDAD AND TOBAGO
The Trade and Economic Co-operation Agreement co-signed by the Caribbean Community (CARICOM) and the Government of the Republic of Cuba in July, 2000 is a critical component of Trinidad and Tobago’s trade negotiation programme as we pursue market access opportunities for local manufacturers and services providers. The Agreement, which is the forerunner of a more elaborate trade agreement between the two Parties, provides for duty-free treatment of a number of goods, and includes provisions for specific agricultural products to be afforded duty free treatment at scheduled periods during the year. In addition, the Agreement contains a timetable for the elimination of tariffs on specific products, through phased reductions. Further, it addresses such activities as taxation, trade promotion and facilitation, trade in services, tourism, investment, and intellectual property rights, and outlines future cooperation between the Parties in the context of a built-in agenda.

Cost- benefit analysis of the free Trade Zone system: the impact of foreign Direct Investment in Costa Rica

This new study by Ricardo Monge-González, Julio Rosales-Tijerino, and Gilberto Arce-Alpízar takes a different approach to the role of investment and investment promotion mechanisms in development. Using a cost-benefit analysis, the authors show how free trade zones (FTZs) in Costa Rica have been successful over the last 15 years in facilitating a shift in foreign investment towards high-skill operations that provide employment opportunities in higher productivity and higher wage activities. This case study shows how FTZs, and complementary policies, have been a key mechanism in the movement of Costa Rica to a new growth trajectory based on higher productivity and higher wage activities. In examing the productive linkage between multinational firm (MNCs) and locally-based suppliers, this study highlights one of Costa Rica's Greatest achievement in its quest to take advantage of globalization. Close to 150 Costa Rican Firms are Currently producing goods and services they sells to MNCs established in Free Trade Zones (FTZa). Seventy-nine percent of these local suppliers are micro or small firms. The study also underlines the importance of knowledge spillovers and analyses some of its main channels. MNCs operating in Costa Rican FTZs Provides training to local suppliers. Engineers, technicians, and administrators who once worked for multinationals in FTZs are now working for local suppliers. Through these and other mechanisms foreign direct investment in Costa Rica has made an important contribution to upgrading the skills and knowledge base of the economy.

How stronger protection of intellectual property rights affect international trade flows
INTELLECTUAL PROPERTY RIGHTS, TRADE MARKS, INTERNATIONAL TRADE
This study provides new evidence regarding the effects of patent protection on international trade. It employs a gravity model of bilateral trade flows and estimates the effects of increased protection on a cross-section of 89x88 countries. It improves on previous studies in two respects. First, it estimates the gravity model for two different kind of aggregates: total non-fuel trade and high technology trade. Second, it addresses the problem of zero trade flows between countries by adopting a bivariate distributed probit regression model. Second, to measure the strength of IPRs regimes, we make use of a fine tuned index on national IPRs systems developed by Park and Ginarte (1996). Our results confirm previous findings suggesting a positive link between IPRs protection and trade flows for the total non-fuel trade aggregate. However, IPRs are not found to be significant for high technology trade flows.

The World Tariff Profiles is a joint publication of the WTO, ITC and UNCTAD devoted to market access for goods. This statistical yearbook contains a comprehensive compilation of the main tariff parameters for each of the 153 WTO members plus other countries and customs territories where data is available. Each country profile presents information on tariffs imposed by each economy on its imports complemented with an analysis of the market access conditions it faces in its major export markets. The publication is presented in three main parts. The first part shows summary statistics for all countries and territories for all products, as well as a break-down into agricultural and non-agricultural products. The second part shows for each of these countries and territories one full page with disaggregation by sectors and duty ranges. Implementing cultural provisions of CARIFORUM EU EPA: How do they benefit the Caribbean cultural sector?

The ECPDM study looks foremost at how eight Member States of the EU such as Belgium, Denmark, France, Germany, Italy, the Netherlands, Spain and the United Kingdom implemented to date the cultural provisions of the Cariforum-EU EPA. These are the European countries that, due to their historical and linguistic ties, traditionally have the most cultural cooperation with the Cariforum countries. The national cultural programmes that could be useful for the Caribbean cultural sectors were also examined. It addition the study looks at the activities and funding programmes developed by the European Commission at EU level to implement the cultural provisions of the Cariforum-EU EPA. To have a better idea of the expectations of the governments of the Cariforum countries as well as the cultural and creative sectors in the Caribbean and the EU, an overview of their views and positions is also included in the study. Finally on the basis of the results of the survey of what the EU Member States have done so far to implement the cultural provisions of the Cariforum-EU EPA, a set of recommendations are made on the actions that need to be taken by the European Commission, the EU Member States and the Cariforum countries to ensure that the cultural provisions of the Cariforum-EU EPA can effectively become a more useful tool to increase and boost cultural cooperation and trade.

Jamaica's economy, which is dependent on alumina, tourism, remittances, and its large informal sector, is highly trade-oriented. Exports and imports of goods and services have represented on average over 90% of GDP since 2005. During the review period, Jamaica has continued to struggle with a narrow production structure and vulnerability to external climatic and economic shocks. These shortcomings were exposed starkly during the recent global economic slowdown, which severely impacted the Jamaican economy, resulting in declines of real GDP of 1.7% in fiscal year 2008/09 and 2.5% during 2009/10 as well as marked decreases in earnings from the export of goods and services and from remittances.,

Based on the experience of the CARIFORUM and bringing in an African perspective, with the East African Community (EAC), this paper examines what the EPA has brought for those who are the main implementing agents:: the private sector. This paper compares the outcomes of the EPA in the CARIFORUM region and the EAC region and the role of their respective private sectors. Although having contrasting economic and trade structures, both regions have one thing in common: their private sector is mainly composed of micro, small and medium enterprises (MSMEs), many of which fall in the informal sector , and relatively fewer large companies.

Fair trade is often viewed as an alternative to free trade that reduces global inequality and poverty. This paper examines whether fair trade is truly an alternative to the free market and as a consequence whether it can effectively advance gender equality and alleviate the poverty of women in less developed countries (LDCs). After a review of neoclassical economics and trade liberalisation policies, the paper examines how fair trade seeks to correct market imperfections, thereby making the free market more efficient in distributing wealth. The ability of fair trade to address the central issues related to trade liberalisation and women in LDCs is discussed, and the gendered structures of fair trade are identified. Whether fair trade can provide gender equality within global capitalist structures is a theoretical matter that requires further empirical inquiry. It also makes refernce to the recently prepared Caribbean trade database. the third part completes this scenario by suggesting additional indicators to complement the current ones.
The fourth part applies the concepts of competive analysis of Nations and Module to analyse the growth of International Commerce to Association of Caribbean States member states in relation to their main trading partners. The final part deals generally with the subject of competitiveness in the services sector, which for some countries such as those of the Caribbean, is vitally imporatant. Investment promotion intermediaries also increasingly use benchmarking to better understand their locations' competitiveness for foreign direct investment (FDI) and to develop marketing messages.
The Caribbean Enterprise Benchmarking Program was conducted to help investment promotion intermediaries in Belize, the Dominican Republic, Jamaica, and St. Lucia understand their locations' comparative advantages for attractive investment in three sectors: export services, food processing, and tourism operations. The countries were evaluated in each industry based on the costs and operating conditions experiences by existing investors with facilities in these countries.,

Development at crossroad: the Economic Partnership Agreement negotiations with Eastern and Southern African countries on trade in services

This paper examines the dynamics of services trade in Regional trade Agreements (RTAs) within the context of the EU-ACP EPA negotiations currently under way, assessing what is at stake for the Eastern and Southern African (ESA) Group of countries involved in this negotiation. The paper makes the argument that while the EPAs have as a stated aim to development of ACP countries, the potential outcome will not be development oriented. The paper analyses multilateral rules and negotiations on trade in services as contained in the World Trade Organisation's (WTO) General Agreement on Trade in Services (GATS), and its interface with the ESA-EPA negotiations. It analyses the RTA Perspective, assessing the state of play in EU-ACP EPA negotiations and exploring thedevelopment impact on ESA countries. Affirming the notion that the process will serve to enhance EU development rather than that of ESA countries, the paper makes the case that the real priorities for ESA countries, the paper makes the case that the real prorities for ESA countries lie in the development of overall and sector specific national policies on services, the development of capacity for the supply of services mainly at the domestic level, so as to meet universal access to basic services obligations, and the development of effective regulatory capacity in servicesso as to ensure a balance between commercial interests and other national development oriented.

It shows that the costs to the EU of implementing the EBA are very small, in comparison to the positive benefits it will bring for the least-developed countries. Some developing countries that already benefit from preferential access to the EU market have legitimate concerns about the impact of the EBA on their trade with the EU. But these concerns can and should be addressed through positive measures, rather than an EU retreat from the EBA proposal.

The focus of the paper is on dynamic adjustment from 2000 to 2020 and the implications for short run global adjustment. So as to provide a metric for judging the scale of the results, the results are compared topolicy in which there is a transfer of foreign aid to Asia Crisis countries. This policy is normalized so that the present value of consumption is equal for the recipient countries under both policies. The trade reforms lead to much global consumption for the same return to the Asia Crisis countries. In addition, the paper considers the endogeniety of total factor productivity growth in manufacturing industries to changes in tariffs. This implements, in general equilibrium, the empirical results in Chand (1999). It is shown that these effects can lead to large gains to trade liberalization relative to the standard assumption of exogenous TFP growth but also can accentuate the adjustment process with short term policy implications.

How Stronger Protection of Intellectual Property Rights Affects International Trade Flows,

Considerations of political economy favor higher standards of protection for intellectual property rights. But does stronger protection of intellectual property rights have a positive impact on international trade flows? Yes in the case of nonfuel trade in general, but no evidence is found for trade in high-technology goods.
Intellectual property rights affect international trade flows when protected goods move across national boundaries. And intellectual property rights have grown in importance as the share of knowledge-intensive or high-technology products in international trade has doubled (from 12 percent in 1980 to 24 percent in 1994).
Fink and Braga report new evidence about how protecting intellectual property rights affects international trade flows of nonfuel trade products. Employing a gravity model of bilateral trade, they estimate the effects of increased protection on a cross-section of 89 x 88 countries. To address estimation problems associated with zero trade flows between countries, they adopt a bivariate distributed probit regression model.
Their results confirm previous findings: Stronger protection of intellectual property rights increases bilateral trade flows of manufactured nonfuel imports.
But the results do not hold for trade flows in high technology, where the effect of protecting intellectual property rights was found to be insignificant.
This paper - a joint product of the Science and Technology Thematic Group and the Energy, Mining, and Telecommunications Department - is part of a larger effort in the Bank to assess the impact of intellectual property rights on economic development.
